All monsters dropped these items, you could collect all three colors, but you could only turn in a certain color, according to your level. So, most people collected all three, and then traded or sold the colors they could not use.
Uses
The tickets should be turned into Mr. Sandman in Amoria. The rewards are the same regardless of color, but you can only turn in the color that corresponds to your current level.
