Procedure

1. Talk to Icebyrd Slimm. He is found in NLC
2. Complete other quests in NLC, including: Cleaning Up The Streets, Featherweights, Welcome to New Leaf City Quiz, Subani's Legacy, Lost! (only if you haven't done it already. It's the pre-quest for ReVersal), and ReVersal.
3. Return to talk to Icebyrd Slimm.
