1. Talk to the Lost Soldier on Level 94 of Eos Tower.
2. Collect 15 Spiderwebs.
3. Collect 15 Worn-Out Goggles.
4. Talk to the Lost Soldier again.

• This is a great way to make some extra mesos - by NPCing or selling the scrolls to other players.
