You must have completed all quests including Protect Ludibrium and A Piece of Crack.

Head to Ludibrium : Deep Inside of Watch Tower and press up to enter the door in the middle of the map. Be Aware you can only access this map twice a day. If you try to go in more times, you have to wait until the next real life day.
Once you have entered, drop 1 Piece of Cracked Dimension in front of the cracked hole and wait for a few seconds
Time Sphere will spawn. Kill it.
After defeating it, Papulatus Clock will spawn. Kill it.
Talk to Mr. Bouffon again
