1. Talk to Black Mesoranger in Kulan Field I in Omega Sector.
2. Collect 3 notes from Chief Grey.
3. Talk to Black Mesoranger again.

go to Kulan Field IV and find the Chief Grey then just Change channel and look in the same spot. and do this until you have all 3 messages.
