It is combined as Maple Island is quite a small island.

All new characters start out in Maple Island at Entrance - Mushroom Town Training Camp. Here you get a short lesson on basic character movement and actions and you get a preview of the basic job types in the game. When you're done with the training, make your way to the town of Amherst to pick some more quests to build up your character.

When you're ready to take on the larger MapleStory world, go to Southperry to take the ship to Victoria Island. Be sure you're finished with everything on Maple Island. Once you leave it, you can't return here.
