Prequisite - Lost

Talk to Elpam. He is found in New Leaf City.
Head to the Whirlpool of Time in Ludibrium. Collect 60 Temporal Fragments, which are dropped by Tick-Tock.
Return to talk to Elpam again.

Talk to Elpam. He is found in New Leaf City.
Head to the Krakian Jungle Basin or Ice Chamber in New Leaf City. Collect 60 Temporal Fragments, which are dropped by Electrophant.
Return to talk to Elpam again.

After the Big Bang, you no longer have to go all the way to Ludibrium to complete this quest.
