The entire map is covered with teleporters that will warp you around the map when you press the up arrow. They look like this:
Each teleporter corresponds to one other teleporter, and eventually they dump you off into the righthand side of the map, no matter which one you start from.
To get to the top floor (where Fire Tusks spawn in abundance), you need to jump into a gear box on the west (lefthand) side of the map and it will take you to the top. It looks like this:
