First go to the toy soldier olson were you did the dollhouse quest. Where you got the pendulum. Take this item to grandpa clock, he is located in the ludibrium clock tower. Go down four floors till you get to the whirlpool of time floor. Go through the portal that is directly bottomleft of the room. There you will find grandpa clock. Talk to him and he will have a request that you help him find the item called "All-purpose clock spring". To gain this item start killing tick - tocks ( which are the bigger versions of ticks) until you gain the all - purpose clock spring. Once you have it return to grandpa clock. Then he will tell you to return back to the toy soldier olson.
