You must have complete the quest Where's the Power of Origin? before you can do this one.

1-Talk to General Maestro in Omega Sector
2-Collect 30 dull crystals and 10 dark crystals ore from drummy bunny in the eos tower on the 60th floor.
3-Talk to him again
