So what is mastery (for mage) in a skill description?

Energy Bolt: MP -14; Basic attack 55, mastery 60%

MP -14:

  • This spell/skill cost 14 mana

Basic attack 55:

  • This spell/skill do about 55 dmg + Magic Power(?)

Mastery 60%

  • ??
