Hands is a minor stat used to determine how fast you can use a weapon (Warriors), cast a spell (Magicians), shoot an arrow ([Cross]Bowmen) and even how fast you throw a star (Assassins). DEX, INT, and LUK all contribute to this stat equally -- a level 40 Assassin with 80 DEX, 4 INT and 132 LUK and a level 40 Cleric with 4 DEX, 169 INT and 43 LUK will both have a Hands stat of 216.
Hands is a stat that determines the success rate of using scrolls on equipments and weapons. Generally, if a character have higher Hands stat, the success rate of scrolling an item will increase. This may be just a rumour, and may not be proven that it is true.

Hands stat is calculated by adding up the number of STR, DEX, INT and LUK stats you have. For example, a character with 4 STR, 4 DEX, 4 INT and 4 LUK will have 16 Hands (4 + 4 + 4 + 4 = 16).
