These requests are especially common at maps where bosses spawn. It is advised but not required to follow the requests to avoid any negative relations between you and that player(those players).

Be aware that telling other players to change channel is considered trolling/harassment can get you reported and may be bannable. So consider that in mind when telling other players to change channel.
