Hands is a minor stat used to determine how fast you can use a weapon (warrior), cast a spell (magicians), shoot an arrow (Bowman) and even how fast you throw a star (thief). DEX is the main contributor towards this, it seems - but it may depend on your job ( i.e. INT contributes to it if you are a magician).

Hands is a minor stat used to determine how fast you can use a weapon (Warriors), cast a spell (Magicians), shoot an arrow ([Cross]Bowmen) and even how fast you throw a star (Assassins). DEX, INT, and LUK all contribute to this stat equally -- a level 40 Assassin with 80 DEX, 4 INT and 132 LUK and a level 40 Cleric with 4 DEX, 169 INT and 43 LUK will both have a Hands stat of 216.
